[1] Response to Parish Council:

The scheme has been reduced by dropping the eaves and ridge, and adding tile hanging to the gable end to achieve a more modest impact and better related to the host dwelling. In design terms the proposal is now considered to be appropriate to the site and the character of the building. There is no regular building line within the lane, or Howbourne Lane itself, and it is not unusual to find built development in close proximity to the highway in rural areas where dwellings have evolved in sparse and ad hoc ways. No-one has a right to a view, and this is particularly the case where the views are over land outside a site. The outlook of residential occupiers must be safeguarded, however, in terms of daylight and oppressive development. Taking all things into consideration, it is concluded that, on balance, the amenities of the occupiers of The Old Coach House would not be so seriously affected by the proposed development that a refusal of the application would be warranted.
