Response from Buxted Parish Council to WDC: The parish council would like to request that these additions could not be used as a separate dwelling. No objection, recommend approval.

I am writing to you in connection with the below applications for planning permission since you have previously lodged representations about the proposals.
Whilst the applications have been submitted for some time now, they remain as live applications. We have not processed the applications for various reasons, not least because of the evolution of the preferred strategy in the Submission Wealden Local Plan 2019. That Plan has recently been declared unsound and the Examining Inspector has recommended it be withdrawn.
If you have any further comments to make about the proposed applications, then please submit them by 21st January 2020. ‘For the avoidance of doubt, it is not necessary to repeat any comments already lodged since we have these and will take them into account when reaching a decision’

The parish council appreciate the design of the new properties and believe it would be an improvement to the site. The parish council recommend approval for this application, providing all the relevant criteria are met for WDC.
Description: Proposed extension of existing hurstwood view care home to create 8 new bedrooms, additional day space and 17 car parking spaces.

Buxted Parish Council original response to WDC: March 2018: From various points in High Hurstwood this development is already quite prominent within the landscape and would be concerned if there were to be any additional development. The parish council do not object to this application.

Buxted Parish Council original response to WDC, July 2019: Recommend refusal due to overdevelopment of the site and the site falls outside development boundary in the emerging Local Plan.

Footnote 1 – White Cottage, Burnt Oak Road, High Hurstwood
Comment from WDC: The Parish Council’s comments and concerns are duly noted. However, as discussed later in this report, it is considered that the proposed position of the stable, which has been amended slightly to try and alleviate the neighbour’s concerns, is a suitable location taking into account the requirement for it to be sited close to existing buildings rather than an isolated form of development. It will be close to the main dwelling for security reasons and in case of emergency at night, as well as for access to water and electricity services, and will in fact have a minimal impact on neighbouring properties. The adjoining property, Cobbetts, sits side on to the private lane which runs between it and the application site, with mature trees and two dense hedgerows separating the two sites on either side of the lane. There are no windows in the side elevation of Cobbetts and the first-floor bedroom windows face away from the application site with a view towards the southeast. As such it is considered that the views from Cobbetts will not be impacted upon by the proposed development

Response to Parish Council:The Parish Council’s concerns are duly noted. However, whilst the footprint of the proposed building does appear quite large when viewed in comparison to that of the existing dwelling (which is a small semi-detached cottage), it is important to bear in mind that the proposed development is single storey only. The proposed annexe would contain just one bedroom, a lounge, shower room and small kitchenette, and has a gross internal area of just 42.5 sq m. With dimensions of 10.9m (w) x 5.7m (d) and a maximum ridge height of 4m, its size could be compared to that of a domestic triple garage building but with a lower ridge height.
