Minutes of the Planning Committee Meeting of 10th December 2019 held at 7.00 pm. in The Reading Room, Buxted.

 

 

Present: Cllrs. Rose (Chairman), Blandford, Humphrey, McQuarrie, Cox, Roberts and Clerks – Claudine Feltham and Beccy Macklen.

Application no: WD/2019/2231/F

Location: PARKHURST FARM, PERRYMANS LANE, HIGH HURSTWOOD, BUXTED, TN22 4AG

Description: Construction of a 20m x 60m equestrian arena. Works to include a small amount of cut and fill, new land drains, membrane, stone base, silica sand and fibre surface.

Buxted parish council response to Wealden District Council: no objections, recommend approval.

Location: WHITE COTTAGE, BURNT OAK ROAD, HIGH HURSTWOOD, TN22 4AE

Description: Amended plan received to show the proposed stable building has been

moved 2m further south to take into account the neighbour’s concerns and

reduce its visual impact through the gap in the hedgerow. Plan received 18

November 2019. Private stable and tack room building.

Buxted parish council response to Wealden District Council: the parish council are aware of the objections to this application and appreciate that the slight movement has not really resolved the issues for the neighbour. The parish council would like to re iterate their previous comments and object to this application: ‘the parish council object to this application due to the siting of the proposed building. If this was positioned nearer Burnt Oak Road, then it would not affect their neighbours and would be easier for horse boxes etc to access. From the photos included within the plans it would appear that construction has already started on site and the building works are not in the same position as shown on the plans’.

Location: LOWER LOWLANDS FARM, SHEPHERDS HILL, BUXTED TN22 4PX

Description: Demolition of redundant cow shed and erection of farm building for workshop, store, log store, car port and farm office.

Buxted parish council response to Wealden District Council:

The parish council are aware of an objection letter with regards to this building blocking the public footpath. The parish council local knowledge believes that there is an unofficial deviation on the footpath which has been used for many years. The parish council feel that the footpath should be officially re routed via an application to ESCC Rights of Way team.

The parish council are concerned about the change from a single storey to a two-storey building, with a larger footprint that what was originally there. There is already an office on site.

The building would be visible from the edge of the High Weald  AONB. The parish council would like to know if the impact on the listed main building (within the curtilage) has been considered? Until this information is known the parish council do not feel that they can either recommend approval or object to this application.

If WDC decide to approve this application, then the parish council would request that a condition is included that this building cannot be used as a separate dwelling.
