Minutes of the Buxted Parish Council Planning Committee meeting 12th March 2019.

                                                                       

 

Present: Cllrs Rose (Chairman), Blandford, Roberts, Cox and Hoggan. Also present at this meeting: Cllr Bolton, Cllr Marshall, Cllr Illingworth, Mrs C Feltham and Miss B Macklen – Clerks to the Parish Council.

 

Public: 10 members of public were present at this meeting.

 

Three members of public spoke in connection with item 8 of this agenda.

The application for 8 houses at Moorings, High Street, Buxted, TN22 4JU – the appeal which has gone to the Planning Inspectorate. These parishioners will be writing directly to the Inspectorate about this application as there are serious concerns over the impact that this development would have on surrounding properties.

The comments made by the parishioners include the following:

The site has a designation of High Landscape Sensitivity and Low Landscape Capacity to accept development (source: Landscape Study 2014).

It outside of the development boundary.

It is immediately adjacent to Ancient Woodland (source: Landscape Study 2014).

It is within 20 metres of a watercourse.

The site immediately borders a Woodland Priority Habitat.

It lies within the distinct ribbon development on the southern side at the top of the High Street.

It is considered to be overdevelopment of the site.

There are concerns over access, traffic and highway safety.

There is no provision for a pedestrian footpath from the development site to the High St.

An ‘estate’ proposal in this designated sensitive area is considered to be completely out of context with the surrounding properties and landscape character.

 

Cllr Rose explained that the parish council has already objected to this application, and this objection will go directly to the Planning Inspectorate.

 

The applicant for item 4.6 of this agenda spoke in connection with his application, and the frustrations of having to resubmit this application, having had the previous application granted 4 weeks ago under delegated powers. The new design has reduced the height of the building and is of a smaller floorspace area.

 

One member of public spoke in connection with the Queenstock Lane application reporting that no site notice sign was being displayed. Members of the parish council reported that the sign had originally been displayed but believe this to have blown down in the recent poor weather. The Clerk advised that immediate neighbours had also been written to by WDC Planning department.

Description: Erection of 5 no. dwellings, access, landscaping and associated infrastructure.

Buxted Parish Council response to WDC: Cllr Rose advised those present at the meeting that the piece of land in question was originally the garden of the Buxted Inn. This was sold by the previous owner of the Buxted Inn to Rydon Homes, who in turn sold to Taylor Wimpey who built the houses in Beechbrook Park. This area has always been privately owned and has never been a public green space area.

The parish council considered the objections and questions raised by parishioners and placed on the WDC website. The parish council feel that visually this would look better as housing rather than industrial units and would also screen off the industrial units that are behind the site. Cllr Moss raised the issue that there were concerns over drainage and roads as this are owned by the Beechbrook Park management company. The parish council reached a majority vote to recommend approval for this application.

Buxted Parish Council response to WDC: the parish council would like to reiterate the comments previously made: Whilst the parish council have no objection to the pool as such, we request that this application be referred to the County Archaeologist in case he wishes to carry out any evaluation trenches before construction or any evaluation during construction.

We have been notified that the planning application for 8 dwellings at Moorings, High Street, Buxted, TN22 4JU has now gone to appeal. Ref: APP/C1435/W/18/3214340.

The reason for the appeal is that the Local Planning Authority failed to give notice of its decision within the appropriate period (usually 8 weeks) on an application for permission or approval.

 

The parish council agreed to write a letter to the Planning Inspectorate to reiterate the comments made when WDC consulted the parish council on this application, and also raise the concerns of parishioners who commented at this meeting.
